Allan W. Czarra
Allan W. Czarra had a long career planning, managing, and monitoring biomedical research programs for the National Institutes of Health (NIH). He worked with key officials across the NIH, other components of the Department of Health & Human Services (DHHS) and other federal agencies. He served as Deputy Director of the Division of Extramural Activities for the National Institute of Allergy & Infectious Diseases (NIAID) from 1991 until his retirement in 2008. Previously he was Associate Director of the Division of Blood Diseases and Resources at the National Heart Lung and Blood Institute (NHLBI) at NIH.
Prior to joining the government he was responsible for developing programs and systems in biomedical research. Clients included NIH and other components of the Public Health Service (PHS), universities and medical schools, and state health departments.
Mr. Czarra held previous positions as a Cryptographer in the U.S. Army; Senior Program Analyst for SAI (now SAIC); Production Analyst for Allis-Chalmers, Inc.; Senior Associate for CDP Associates, Inc.; Applications Analyst for SBC (an IBM subsidiary).
Mr. Czarra holds an M.P.A. in Biomedical Research Administration from American University and a B.A. in Economics/English from Marquette University.
