Vernon M. Bettencourt, Jr.
Mr. Vernon M. Bettencourt, Jr. is founder of Bettencourt Consultancy, Inc. He became Army Deputy CIO/G-6 in November 2003. CIO/G-6 provides architecture, governance, portfolio management, strategy, C4IT acquisition oversight and operational capabilities to enable joint expeditionary net-centric information dominance for the Army.
A 1969 graduate of the U.S. Military Academy, Mr. Bettencourt served in artillery assignments in Germany, Vietnam, Korea, and CONUS. His Operations Research (OR) assignments included Military Assistant to the Deputy Under Secretary of the Army, OR; Director, TRADOC Analysis Center-Monterey; and Assistant Professor of OR, U.S. Military Academy. Mr. Bettencourt has a Master of Science in OR from the Georgia Institute of Technology and an MBA in Finance from C. W. Post University. He was licensed as a Professional Engineer in Industrial Engineering in 1984.
After retiring from the Army, Mr. Bettencourt joined the MITRE Defense C3I Federally Funded Research and Development Center in 1990. He founded the Synthetic Environments Applications Department, designing and applying C3I simulations to support systems engineering in OSD, Army, Navy, and USMC.
He then became Army Program Area Manager for the Information Systems and Technology Division, and finally Associate Director of Army Programs for the C3ISR Center. Mr. Bettencourt was appointed to the Senior Executive Service in January 1995 serving as Assistant Deputy Chief of Staff for Combat Developments, TRADOC, and then Special Assistant for Forces and Program Evaluation, DUSA(OR) from late 1995 to 1998. In 1999, Mr. Bettencourt served as Director, US Army Modeling and Simulation Office, DCS G3, later that year becoming the Director of Analysis and CIO for G3.
He has received the SES Presidential Rank Award of Meritorious Executive and military awards for valorous and meritorious service. He is a Past President and Fellow of the Military Operations Research Society and was inducted into the Georgia Tech College of Engineering's Academy of Distinguished Engineering Alumni in 2004.
