We provided over 1000 consultants and experts over the last 20 years to the Department of Health and Human Services (DHHS) to assist with programs aimed at preventing suffering, saving lives, and creating a brighter future for families.
Completed international projects include maternal and child health and child welfare reform, health policy development and reform, health care financing, pharmacy, financial planning, hospital planning and operational stand-up, disaster preparedness and response, and international conference and meeting planning.
Our staff and consultants traveled to host countries and provided in-country reviews and consultation services with members of local, regional, and national governments.

Typical projects:
- Out-patient Cardiac Rehabilitation (OCR) Project in Hungary – technical assessment of the three OCR clinics in Hungary
- Primary Health Care Project in Romania – provided a medical practice management expert to assist with the establishment of a community health clinic in Cluj, Romania
- Health Care Reform -- management consultant to develop a five-year work plan for primary/rural health care reform needs in Romania
- Child Welfare/Adoption Reform – Developed and instituted a plan of action for HHS technical assistance in child welfare including a tracking and monitoring management information system for orphans and neglected children.
- Financial Planning Advisory (FPA) Project for Albania – Supported the Albanian Ministry of Health by conducting workshops on health insurance, budgeting, database creation, development of a material management ordering and tracking system and medical records coding.
- Established a Prospective Payment System using Diagnosis-Related Groups (DRG) in a pilot-project hospital and then rolling out the system to five other hospitals in Romania. This Project was hailed by the Minister of Health of Romania as a great success.
- HIV/AIDS Monitoring and Evaluation in Africa – LTS provided USAID with a Sr. Monitoring and Evaluation expert to provide technical assistant and evaluation of international training and education programs for HIV/AIDS related service providers.
- Notification of Foreign Travel Database (NFT) – LTS provided an IT expert to assist HHS/OGHA in the modification of the NFT database, which was subsequently used department-wide to track the whereabouts of HHS employees and consultants on assignment overseas in case of suspected terrorist activities.
- LTS provided support to HHS/OGHA in the establishment of the U.S.-Mexico Border Health Commission (USMBHC)
- LTS provided a Sr. International Health Office who traveled to Afghanistan to support the on-going health initiative. The consultant worked in the Afghanistan Ministry of Health in Kabul to train health care workers, particularly doctors, nurses, midwives and other hospital-based personnel, in modern methods related to maternal and child health care.
- Bio-Technology Engagement Program (BTEP) – LTS provided project management, research proposal development, research review for a program that encourages joint teams of former Soviet bioweapons scientists and U.S. counterpart scientists to collaborate in areas of research and development that address public health concerns, such at tuberculosis, HIV/AIDS, and other infectious diseases, in the Russian Federation and the New Independent States (NIS).
- Global Fund – LTS provided the Principal U.S. Government Liaison to the Global Fund Secretariat in Geneva, Switzerland, to assist the Board Chair (the U.S. Secretary of Health and Human Services) in the day-to-day activities of the Secretariat.
